Ive had the computer taken apart 3 times now and i really dont know whats causeing the issue, even with controller board off it sems to be doing it, the the bios are that american megatrend type, and if i let the memory count do its thing, the thing just sits there, it restarts and does the memory thing again.

Remove the board, and ensure no traces or pins are touching/connected by accident. Then take a bit of cardboard (not plastic) and place the motherboard on the cardboard and place it on the table. Test the board there ensuring nothing is underneath or on top of the board to short anything out. I had a similar thing happen with my 486 Socket 3 board, and as it turned out it was a standoff that I forgot to remove, and another one I couldn't remove so I taped over in my case.
