Do DIP-14 crystal oscillators in the range between 66.6 and 70.0 MHz exist? I'm referring to the package size which fits into 386 motherboards. I can find 66.667 MHz and 70 MHz, but not between.

You can get such freqs only in non 5V surface mounted packages. Some modifications are necessary to make these work right (voltage regulator and a buffer chip to do 3.3V to 5V conversion).
