I tried to slow down Pentium II 333, its multiplier is locked,
My motherboard is ga686lx4, FSB 66,
(chipset: Intel 440BX; PIIX4)

I used two apps: throttle for dos and fdapm speed# and I was able to disable only L1 and L2 cache. But its too slow after that.
Other slowdown options without l1 and l2 do not work
I tried this with windows98 dos mode and PCDOS 2000
Is there something I missed?

You didn't miss anything. PII's are known for this and thus aren't favored for being flexible at slowing down. You're better off with something like an AMD K6 if you want a flexible cpu that can also get up in the 500Mhz range.
