For someone quickly looking for a Creative card to support a certain level of EAX does this chart look accurate?

Not really, DSP is practically identical. Audigy 2 fixed some issues from original release and added more channels. And Audigy 4 Pro is Audigy 2 ZS Pro but "20% cooler". Creative were milking the market with pretty much the same stuff quite heavily.

I must be some kind of standard: the anonymous gangbanger of the 21st century.

What happens with EAX compatibility on the Live! when you use the Audigy drivers?

Add Sound Blaster PCI 128 maybe?

I guess it depends on whether or not we should consider software EAX as a proper implementation. All the other cards on that list have hardware EAX.

PC#1: Pentium MMX 166 / Soyo SY-5BT / S3 Trio64V+ / Voodoo1 / YMF719 / AWE64 Gold / SC-155
PC#2: AthlonXP 2100+ / ECS K7VTA3 / Voodoo3 / Audigy2 / Vortex2
PC#3: Athlon64 3400+ / Asus K8V-MX / 5900XT / Audigy2
PC#4: i5-3570K / MSI Z77A-G43 / GTX 970 / X-Fi

Wouldn't it be something like
Live EAX2 and below
Audigy 4 and below
X-Fi 5 and below

That table suggests no backward compatibility
