OK, your card has an integrated RAMDAC inside the TVGA9000i-2 chip .

The datasheet I found for the TVGA900i ( http://pdf.datasheetcatalog.com/datasheets/23 … 0/501949_DS.pdf ) indicates, on page 12 that 800x600 in 256 colors is supported in both interlaced and non interlaced modes .

AFAIK, the interlaced mode is a non standard (non VESA) mode that would likely work only on a CRT .
The non-interlaced mode has a total line length (active + sync+ front porch+ back porch) time that can be calculated by adding T6 and T7 (see diagram on page 11) , which gives 6.222+22.222=28.444 . This corresponds exactly with 800x600 at 56Hz (see http://tinyvga.com/vga-timing/800x600@56Hz ) and the front porch, back porch and sync times are practically identical too . 800x600 in 16 colours is possible at both 56Hz and 72Hz .

TLDR is that unless your LCD monitor supports either the weird 800x600 interlaced mode or 800x600 at 56Hz (you can check the manual), 800x600 in 256 colors is off the table with your video card .

EDIT: Sorry to say this, but the TVGA9000i was a pretty low-end chip with low end capabilities and bottom of the barrel performance (not absolutely the worse, Oak Technologies and Realtek apparently had worse offerings). Your 386 DX40 probably deserves better to deliver all that it can, performance-wise.

Will hunt around ebay. When the price is ok ill buy another. Think maybe S3 verge or S3 trio 32/64 if the verge make ISA varieties. Pretty sure the s3 trio 64 was a winner back then

The Trio 64 and Virge were not available in ISA variants . I would be hard pressed to recommend any actual ISA VGA chipsets (it has been 25 years since I've been out of the ISA VGA game) .

These threads might give you some ideas, though :
Recommend me an ISA VGA card....
ISA VGA Card?
