windows does not want to know about it when i point to the folder where I've extracted the device driver.
Clicking OK does nothing.

Any ideas?
I've tried several different drivers, and if I point to ab empty folder it says oemsetup.ini is missing so I know its at least trying to do something.

You install video drivers through Windows Setup, Options->Change System Settings; change display type to "other display", not "Drivers"
This is partly why Win95 with "Add New Hardware" wizard was considered such an advance...

Oh, ok 🤣.
That seems counter intuitive!

I used windows 3.1 alot back in the day as a kid, but never had to install a driver!
