I am trying to get this motherboard to post.
The diagnostic card reads “13 12” and it beeps 3 times and then repeats beeping 3 times.

Actually, This motherboard was branded by several USA companies including: Atrend, Mecer, and VisionEx.

Sounds like a memory issue. In most cases you have to populate 4 memory slots with 4 identical RAM sticks starting with Bank 0 (in this case the one closer to the ISA slots).
Is there any documentation stating otherwise for this chipset?

Yes, That was it. I had to use all slots in bank-0.
