hey so got this dongle that a few hacks told me allowed networking on windows 9x...well I bought it, installed wifi utility and NOTHING

i have a windows 2000 ibm thinkpad x41 from the same time that connects no fuss
That looks normal to me while the card is not connected to a network .
Have you tried going to the site survey tab and clicking/connecting on your network's SSID (assuming it is shown) ?
On the cards I've got with 9x drivers, I've never been able to get better than WEP working reliably, WPA almost never works apart from ad-hoc between two 9x machines.
Unicorn herding operations are proceeding, but all the totes of hens teeth and barrels of rocking horse poop give them plenty of hiding spots.

That makes sense .
Older WEP capable hardware can only be software upgraded to support WPA TKIP (basically WPA using the crypto engine originally meant for WEP). Newer hardware designed from the start for WPA includes a hardware AES encryption engine . If the wireless access point used does not explicitly support WPA TKIP, the aforementioned older hardware will not connect .
AFAICR, there were some CCMP-128 (AES) capable chipset with Windows 9x support . This is one such example : https://wiki.debian.org/zd1211rw
EDIT : According to http://en.techinfodepot.shoutwiki.com/wiki/Sagem_XG-760N , the XG-760N uses the aforementioned ZyDAS ZD1211 so such should support AES
