I have a voodoo banshee here, it is producing only blue color, even in the post, all letters are blue, and it will only produce graphics in shades of blue. I'm sure the problem is on the board, and not on the cable, monitor or motherboard, as I tested the board on other equipment and got the same result. Any tips?

Most likely the analog video path on the card is interrupted on the red and green signal.
Post pictures of the card - especially the area around the VGA connector - and we can have a look if anything looks bad.👍
My money is on missing inductors.

The card looks visually OK (at least what I can tell), try spraying the inside of the VGA connector with some contact cleaner (de-oxid) and then stick back and forth the VGA cable inside and out a few times, then retry.

I'm not 100% certain because the flash makes things a bit hard to see but I think L1 & L2 used to be populated. Also fits the issue you describe.
You can most likely replace the inductors by connecting the pads with just some wire.
You'll lose whatever filtering or image optimisation they provide but it'll probably not be a relevant issue.

The inductors are definitely missing. I'm certain this is the problem.

Yeah, those inductors are required for proper image. You can simply short them, they are there only for EMI reasons and bypassing them improves image sharpness at high resolutions so it is something I do on all my cards.
