when the system was turned on the pc speaker was continuously beeping and the hard drive light flashing and also refused to POST or display anything after I replaced the PSU with one from a newer machine the hard drive, cd rom and floppy drives spring to life but the pc doesn't POST or even display anything.

So the PC worked ok with the original PSU?
I don't remember the originals been anything special .

You do need a disk for BIOS you can download the disk creation tool from here, your after sp8126.exe

But I don't think this will help just yet. I would expect at least a error messages to be displayed.

I'd try with everything removed, just the motherboard, CPU , stick of ram and see what happens

Does the Deskpro 4000 use an AT or ATX PSU because I just realized that the psu from the newer machine was a 90W one while the original psu was a 200W one.

Can you confirm the motherboard P/N, simply typing Deskpro 4000 motherboard gets a few different results and its been many, many years since I've seen a Deskpro in the flesh
