This is a new one for me.

I have a Gigabyte K8A482M motherboard, from an AcerPower M5 (which doesn't seem to exist on Acer support's website).

When I install XP it will load up with 4 bit colours (16 colours) when usually it is... 256 colours I think before drivers start. I then tried Windows 7 and it does the same. I assume there is a BIOS setting somewhere that might be making XP (and 7) think I have kilobytes of video memory or something?

I haven't even bothered installing drivers for it as something is clearly not right. It's an ATI RS482 chipset (ATI Xpress 200).

Any ideas?

This is with dedicated video cards (various).

I've put an attachment of what it looks like on 7.

It also won't detect any of my sata drives during the install even though they're visible in the BIOS, so I've given up with it for now.

I bought a used MSI Z170 board that had that same issue.
When I did some investigating I found that none of the USB ports worked, so I think it got zapped by a power surge or something.
Your board may just be damaged.

Install chipset and video drivers.

The chipset/video drivers should be available directly from AMD as a single package under the xpress 200 moniker.
