Personally I've SMB1 enabled and not been hijacked, low jacked, carjacked, murdered in my sleep or whatever else that could happen.
Here is a guide on howto enable SMB on WIn10

Is it Windows for Workgroups 3.11 you have installed. Windows for Workgroups has networking support, standard 3.11 does not so no point continuing.

few other key points.
-Make sure all PC's have the same workgroup name, typically workgroup but can be anything really.
-Use the same username/password on all computers, this will avoid password boxes popping up when trying to access newer PC's
-Dos/Win3x has no way of "browsing the network" eg going \\pcname\share. You will need to map a drive to the public folder but Windows for work groups can do this from File Manager. (or just use the Win10 PC to do all the copy and pasting of files)

and while I do use SMB as its built into Windows, I'll fully admit ftp is the more future proof and has faster transfer speeds.
