Has anyone owned a card like this? I think it's a CDRom controller card?

beside the jack it's similar to this : https://www.ebay.com/itm/284787611493 , so that's what should be.

Chinon is known for floppy drives.
thats an 37-pin external connection.

more than likely, its just an external floppy drive controller, or possibly a tape drive interface.

It is a mistake to think you can solve any major problems just with potatoes.
