This doesn't sound like a mobo failure to me. The IDE2 connector connects directly to the southbridge and the IDE4 connects to the highpoint raid chip. Anyone had a similar situation? All IDE channels are enabled in the bios.
On all the boards I've had, the main bios screen during boot shows something like:

IDE Primary Master: none
IDE Primary Slave: none
IDE Secnodary Master: none
IDE Secondary Slave: none

However, on this mobo, it only shows up

IDE Primary Master: none

Check that in standard CMOS setup, all four HDD entries are set to "AUTO", not "NONE". You get a "IDE Primary Master: none" like message if and only if the HDD type is AUTO.
