I am installing Windows 98 on a 2GB Western Digital SiliconDrive but each time I install, the installation splits the CF card into 2 volumes.
CF card is being detected as a 2GB drive
Have you tried formatting to FAT32 2Gb partition on another system?

What does good old (but not too old) Fdisk say when querying the partition information?
Coincidentally I fdisked a 2GB WD 'Blue' CF this week. On a 440BX board btw... Went flawless.

I find this hard to believe, as re-partitioning would erase all existing files on the drive/card, which would be completely unacceptable to many Win98 users (especially less tech-savvy ones who know little or nothing about disk partitioning) and Microsoft could be sued for that.
I don't own any CF with exactly 2GB capacity (I've got 48MB, 128MB, 256MB, 512MB, 1GB, 8GB, 16GB), but I've got several 2GB SD that can be used with a SD > CF Type II adapter, which in turn goes into CF > IDE adapter on my Pentium 120MHz 430FX. Cards with 2GB or less were partitioned with DOS 6.20 FDISK, formatted using FAT16, and Win98 Setup never asked me to re-partition.
What's the result of partitioning if you partition the card with FDISK of DOS 6?
