In my opinion the Voodoo 3 3000 is best served on a S370 board (Via Apollo Pro 133A chipset) with a Pentium III (800-1000MHz). One good example is the ASUS CUV4X but might be on the high price. Similar boards with that chipset can be found easily and for better prices.

Quake 3 on 450MHz Katmai yields some 30fps in timedemo 800x600 and would be a choppy real world experience. Back then - ok, but not great for a fast paced competitive game.
