Yes it is, search for an old analog pbx(attic, ebay etc) and you're good to go.
I actually want to make a Video about it but because of the lack of time i haven't yet.
Apart from the geek factor, why not just use a null modem cable or set up an IPX network?

Possible, but a Dreamcast doesn't have a com port but a modem for example.
I think I saw a PBX in a dumpster, but I didn't grab it while it was around. Such regret.
