Is it possible to build a private phone network that is capable of supporting phone numbers, modem to modem connections, etc, just like if it were the real thing?

Yes it is, search for an old analog pbx(attic, ebay etc) and you're good to go.
I actually want to make a Video about it but because of the lack of time i haven't yet.

Indeed, but old pbxs are dirt cheap, i got mine for free. 😀

Possible, but a Dreamcast doesn't have a com port but a modem for example.

I think I saw a PBX in a dumpster, but I didn't grab it while it was around. Such regret.
