I don't know, the picture looks like it could be from TFX but it's not a sim, so Robocop 3 perhaps?

Reading a bit about the game I saw some mention of JetPack. Based on that fact, I can assume that
the thing in the middle is the jetpack-crashed RoboCop buried head-first in the dirt mound.

It's actually part of the map, round about 51°17'N 0°58'E. Normally, buildings and suchlike are in the *.mis mission files. I've never found a reference to this easter egg.

Is that someplace in Russia? Maybe a developer lived in that spot once. Or maybe someone was fiddling around and forgot to delete it.
EDIT: Oh, I put the coordinates in wrong, that's still in England. 😜
