Is http://www.hardtofindcomponents.com/ a legit and trust worthy site?

It loads for me. Some decent retro stuff on there for a good price, so I can see why you want to know the legitness of the site. Unfortunately, I have no idea. I'd never heard of it before. Maybe someone on here has bought from them before?

scamadviser.com says the site is "not active". Whatever that means.

Google's transparency report has no data on the site:

1) The text at the bottom of the page says "Last modified: 08-18-09" . Admittedly, that may be a reference to last update to the site design .

2) At first glance, the product list has not changed since at least 2011 according to archive.org

This pretty much explains

scamadviser.com says the site is "not active". Whatever that means.

, IMHO. 🤣

I would stay clear, personally .
