It was on the fringe of the over all computer user base though wasnt it.
I mean it wasnt a real mainstream program people used. Because many people did still own the real deal computers that ran a DOS based OS back then.

They are retro games now but back then they were just old games...

WinME wasnt popular because it was more expensive than Win98, it gained a reputation for being buggy and unstable (even more so than Win98 if that were possible), having features that seemed to have been ripped from Windows 2000.
It was only really on general sale for a year or so and by then most people who wanted a PC had one with Win98 on it, and an upgrade to WinME seemed pointless.

Then not long after its release it became known a new OS was coming and many people waited to see what that would be as it was known it would be based on Windows 2000 but for the home, which is what many people wanted because Win2k gained a reputation for being stable even in its early days.

Playing some old games on it wasnt much of a consideration for most people as they wanted to play the new games, not revisit games they still had recent memories of.
