It looked more Comix Zone-ish but it wasn't as interactive, I'm pretty sure it wasn't a game, you could turn the pages forward but you couldn't turn them back or it was tricky to do it, It had balloons, almost no animation, maybe some transition effect, not exaggerately colorful, it was VGA but it could have been EGA.
That or I must have dreamed it
