Pretty much. Good enough to even play new AAA titles (just with the settings turned down ofc.)

There's a couple of results on my Xonotic benchmark with HD4000 and HD4400 that are very playable even on Ultra detail (1024x768). On Ultra detail, i5-3570K with HD4000 is about equal to a Xeon 3070 with GeForce 8800GTX, and quite a bit faster in the lower detail settings.
