DOS executables without an accompanying .PIF file will run in a dosbox with a set of default options. Is there a way to modify what these defaults are for all programs?

I think the same. I do remember it from Windows 3.10.
Windows 3.x also had a PIF Editor..

I tried modifying all of the .PIF files in the Windows directory without any luck.

Can see if some of the options are in the registry, possibly here:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Current Version\MS-DOSOptions
