I'm currently having trouble with this software. I am using a ASUS P5A Rev. 1.04 (ALi Aladdin V) with Pentium MMX 233 (SL27J). Any commands I put in doesn't change the detected CPU speed. I tried Phil's batch files and still nothing. I have also disabled cache in the BIOS and that didn't lead to any changes in the detected CPU speed either. This feels like I'm missing something simple.

EDIT: Apparently after running 3DBENCH2 the batch files are changing the speeds. It's just the Header that appears after you put in a command, the CPU detected speed never changes.

On a Pentium MMX the clockspeed cannot by changed by software (only by jumpers). So indeed it is always the same 233MHz. But the actual processing power does decrease by using the TR12 options. The question is what to use as an indicator/benchmark to determine how much it decreases. Try SpeedSys 4.78 or the Doom timedemo for that.
