Click&Play (now Easy7zPortable) allows carrying out portable executables in a simple way, perfect for integrating with emulators. Binary, source and documentation available in my GitHub repository:

Your efforts are appreciated, I suppose, but you know Klik & Play is already the name for an old predecessor of Multimedia Fusion, right?

What exactly does the tool? From the sparse description and screenshots, it seems to create a self-extracting .exe file, which automatically runs the extracted program afterwards..? If that is the case, WinZip can do that since the very beginning.

I didn't know the name existed and it's commercial. I have no problem changing the name if this is a problem, it's just a free non-profit tool. What's more, I will.

I'll name it as Easy7Zportable, for example.

Sure, it does just that using 7z self-extractor instead of Zip. But this tool facilitates the process to add an icon, configure the decompression parameters and behavior of the self-extractor. In short, to carry out the process more intuitively ... but if you are not convinced, you can use Zip or 7z self-extractor on a regular basis. In addition, it was initially made considering its integration with DosBox, allowing it to be easily configured.

Specifically, the application is responsible for carrying out in a simple way all the following process described in the following link:
