The subject says it all. It has always irked me that in classic windows, when you drag a program file into a folder, it makes a shortcut instead. Is there any program that turns this off? If I want to make a shortcut, I'll make one by selecting it in a dropdown list.

I'm aware that CTRL C or X will bypass this, but I want it to just work without having to do that.

TweakUI has an option to change the default drag-and-drop behaviour, I think.
That's also mentioned here.

If you hold Ctrl while dragging it'll copy the file rather than creating shortcut.
but admittedly if doing that may as well just go ctrl c / ctrl v method
