Are there any virtual FM synthesizers, similar to CoolSoft VirtualMIDISynth, that I can use for Windows games that support FM synthesis (like the 1997 Sonic 3 & Knuckles collection)?

I know there are OPL3 and Sega Genesis soundfonts I can use with VirtualMIDISynth, but I was just wondering if I can have two separate synths: one for GM and another for FM.

There is WINOPL3Driver. Not sure if anybody has released a compiled binary though. My quick search didn't find one.
