I made a Tandy nano card.
(I thank the original author for sharing the data.)

But unlike other Tandy cards, it needs Atiny13a.

Do I have to install Atiny13a?

What does Atiny13a do on it?

I would appreciate it if someone gave me advice.

It's a 20 MIP coprocessor to make the Tandy faster... just kidding, that's the performance of the bigger Atmels at 16Mhz... it is a small microcontroller, so it's gonna be doing something with timing or twiddling bits for you.

In general, you can replace ATtinys with models of equal or better flash and RAM capacity and if you know for sure you don't need all the storage, of lower flash capacity. If you're having trouble sourcing a 13A in particular.

Unicorn herding operations are proceeding, but all the totes of hens teeth and barrels of rocking horse poop give them plenty of hiding spots.

It mutes LM386 and adds delay to prevent BIOS IO Scan to trigger Sound Output if used on AT Computer on 0C0h Port Range, also remutes the Amplifer if Reset on ISA Bus is triggered. (Does not work with SoftReset, use Reset Button)
It runs only 1Mhz, so any Type will suffice.

Its not needed for function in general.
