Are you sure about that?
Internal clock = 66MHz on this board? Really?
Then the correct setting for ISA would be /8

On a DX/2 the bus would be running at 33.3 MHz and so also the PCI bus. /4 is a normal divider for a 33 MHz bus and would result in 8.33 MHz ISA bus.

I think so, yes.
What is also wrong then is the ratio Host clock / PCI clock. It is now 1: 1/2 according to your screenshot.
That would mean PCI bus is running out of specification (16MHz), it is below the allowed minimum, which is 25MHz as far as I know.
So => 1:1 then it should be 33MHz. graphics should be again faster.

Now when I think about it, when your PCI clock is now 16MHz, then the ISA clock would be only 4 MHz now? Weird.

My bad, I thought it divided the internal clock.
