Did 3dfx simply not bother to write a driver, or is there a technical reason why it cannot work?

Something about how Windows NT treats secondary video devices gave them trouble (which was mutual with ATI Rage Fury Maxx). The initial Voodoo2 beta driver for Windows 2000 RCs tried to use it like a secondary video card that requires a second monitor.
