COMP = Composite aka CVBS
GND = Ground
Y = Luma (Brightness)
C = Croma (Colour)
Y/C is also part of the S-Video connector.

Composite video is also known by the initials CVBS for composite video baseband signal or color, video, blanking and sync
And here is the S-Video and TV-out.i also have to add 4mb EDO RAM to my PCI Graphics adapter

99,999% that is not a tv-out header, the VIRGE chipset needs an external encoder to do tv-out, have a look at the card labeled "Windows multimedia accelerator with TV-Out support based on S3 ViRGE/DX" here: http://vgamuseum.info/index.php/cpu/item/562- … pro-s3-virge-dx

if it works at all, people will quickly ditch the idea of using that, because of the low resolution and horrible flicker (remember this was in the pre-LCD time).
Personally I guess @keropi is right, as I never saw a graphics card with 4.43MHz crystal, which would be necessary to support PAL. (NTSC 3.58 could be relatively easily obtained via the various 14.318 sources in the PC)
Maybe there is (or was planned) to launch a version of the same board with TV-Out (with U3 populated?), so they can manufacture two models of the same card but only one board.
