I am kinda curious, but i cant find the api documentation for older directx versions anywhere.

Maybe check with Scali.

He comments about making his own "legacy SDK' and using the documentation for the old SDKs.

You should be able to download the dx7 SDK somewhere. I don't recall how much documentation was in it but it has source code for example programs obviously. You could also try a dead tree book, older programming-related ones tend to go for $4 on ebay.
