I have a GPU that I had in storage, which is the nVidia GeForce4 MX440, and when I inserted the card into my Socket 370 board, I get no video signal whatsoever (my monitor shows No Signal when I turn the system on). My guess is the SMD Electrolytic capacitors went south for the winter. Does anyone agree that the issue is the capacitors? However, my system does detect the card (1 beep can be heard from the PC Speaker).

Is the VGA (or DVI) port damaged is any way? One way to check is to wiggle the plug as lightly as possible to see how wiggly it is. I had this type of issue on an old Toshiba laptop which wouldn't display a signal through VGA unless the plug on the cable was wiggled a certain way.

Did you test this on more than one monitor? I vaguely remember having issues with getting an nVidia Geforce FX5200 to display a picture on an NEC Multisync FE700 CRT Monitor, when it worked, Ubuntu 10.04 wouldn't let it display a resolution past 320x200, It actually worked normally on a different monitor though.

Is there any viably noticeable damage on the PCB (like a crack or a deep scratch)?

There are so many different factors to why a video card wouldn't display a picture even if the motherboard thinks it's working fine, so there are various different things to try.
