Component over SCART uses the Red / Green / Blue pins as Pr / Y / Pb.
S-Video over SCART uses Red as chrominance and Composte Video as luminance (though I once came across a satellite decoder box that put luminance on the Green instead).

You've got quite a versatile input for pretty much any oldschool system with the added convenience of being able to use SCART switchboxes. I recommend hooking up the N64 through S-Video if you haven't RGB modded it (NTSC models take any S-Video cable, PAL models require a few passive components on the Y/C lines).

That is indeed correct. Similar adapters also exist for S-Video.
Keep in mind that if you have a PAL N64 you'll have to add some components to your S-Video cable to get a proper signal. For NTSC N64 this is not needed.
