and will not power on at all tried using different cords and I know it is not the outlet cause everything still works on that outlet, What else is there I could try or could be the problem?

Hopefully it wasn't damaged in shipping. Did you try taking the back off and making sure that the neck and tube aren't cracked it damaged. It could also be something as simple as just needing a good cleaning and a full recap to get it back up and running.

No I have not took the back off yet and I didn't hear anything when I tried turning it on. are there fuses in them? I did notice you could move where the power plug goes in a little bit though?

It's possible it has fuses inside as some monitors do but if you can move the power plug then I'd say start there and resolder the connections and see if it works. Cause it sounds like the plug has cracked solder connections.

I'm having trouble getting it apart I found 2 torx screws on the bottom and there is 2 slits on the top of the monitor and I think there is a clip or something in those slits that I can't get to to get it to come off?
