Is it normal behaviour that when playing games with glide that I get momentarily very fast frame rate spikes? For example when playing Pandemonium with Voodoo1 it gives me rapid speed-ups every now and then and at times it makes it rather difficult to react to them and getting hit by enemies. For some weird reasons, if I would use higher refresh rate than 60hz, it would make those spikes even more frequent.

The computer is era correct Pentium MMX 166Mhz with Matrox Mystique 220 as the main 2D card.

Yes. In general, scene complexity can cause frame rate to drop, and the upper frame rate limit, if synchronized to vertical blanking, is the refresh rate. Some games will let you turn off synchronization to vertical blanking, but this can result in visible tearing.
