@shspvr If I "Reserve IRQ5" it moves the AWE64 to IRQ7, but DMA changes to 0. 🙁, so Diagnose still fails.
Will try making IRQ5 Available and Reserving IRQ7, but I doubt it'll help.
The other problem is, changing it a BIOS Level also changes my Windows98 settings, which I would like to keep at IRQ5 DMA1, because all my games are configured as such.
If you want it to be at certain settings, why not reserve all those settings?

Have you tried setting the BLASTER variable to what you want it to be and running diagnose /s? That should configure it based on your BLASTER variable settings.
I see I take that it American Megatrends Bios menus?.
If so be change Clear NVRAM to YES before save it
I'm guest you don't have this option knoe as PNP OS Installed which be NO and Resources Controlled by = Manual

Update: After "Reserving" AKA Disabling IRQ5 on this motherboard 😀, and
re-enabling IRQ5, the AWE64 settings changed to:
A220 I5 D1 H6 P330 E620 T6 and now my games are working with sound and MIDI! Yay! 😀
The only issue I have now is that for some reason, my Commander Keen and Dangerous Dave Games aren't working with full Audio anymore, only ADLIB. Keen Dreams: The option for Sound Blaster is greyed out.
Anyone know how to get these working on an AWE64?
With Keen 4 I hear music, but the sound effects only come through the Internal speaker.
Keen 5+6 have sound, but I don't hear the footsteps anymore and the sounds are different. (ADLIB I think).

I had the exact same problem and my solution was identical to Totempole's, except that I had to rearrange ressources in BIOS two times in order to get it working @ A220 I5 D1.
