Have you tried dgvoodoo2 and ddrawcompat?
I remember there were some issues last time I tried to play it, but I don't recall how I resolved them.

Even dgvoodoo won't let the game load Mission 2....

Did some testing. Game runs natively. Installed 1.5 and 1.6 patch. Mission 2 of US campaign loads fine. Check your disc, you may have corrupted files.
Edit: looks like there is a problem with the mouse cursor hiding under UI. Dunno how to fix that.

The game runs fine in VirtualBox running older Windows however, I cannot run any cheats in the game...
