It worked, but: "Update 1.0b has already been installed."

And this is with a fresh install and no no-CD patch prior to applying the Version 1.0b patch? If that is true, then your version on the media must be Version 1.0b.
It might pay to find a Version-1.0b-specific no-CD patch and see what happens if you apply that (if I recall, some do exist).

NOW I have what I need - just tested, and it allowed more than 15 farm queues, so my problem is solved.
