Hi I have been using OTVDM (http://www.columbia.edu/~em36/otvdm.html) to run Civilization 1 on windows 10, which works wonders despite being in a small window.

I've used it for SimTower - IIRC it worked pretty well but performance wasn't the best. Could have been just that game (or my system) though.

All OTVDM does is allow the 16bit exe run. it can be helpful to use a DX wrapper like DGvoodoo for any performance issues.
