Looks like we fell to a compatibility issue. I'll test it on Win98 tomorrow. This is the original patch published by them, patches-scrolls had the unzipped version but both give same result.

Game work on my win10 AMD Dual Core Laptop.

Is there a way for Edit the Resolution ?

I think it's more than only putting the two folders. The gtpatch.exe is supposedly used to update the executable? But fails to do so

I have installed the patch on Windows 98. But the issue is, the patch program executes some MS-DOS program or it is just CMD?. This is a problem, but regardless I had NTVDMx64 installed which that didn't help. Let me ask the developer of NTVDMx64 if this can be installed.

Well I got it.

Have the files extracted in a 'GTpatch' folder in the same directory level every other folder of the game.
download/file.php?mode=view&id=124775
In the Grand Touring folder, go to your directory location bar and type cmd
download/file.php?mode=view&id=124776
There type gtpatch\gtpatch2.exe and press enter. You will be asked for administrator privileges. Press Yes and the installation should succeed.
