So I had an idea to play old motoracer 1 on win 10 64 bit (mainly because I wanted to use my Bluetooth controller) when I saw some people got it working on win7 64bit before.

I've got a good display port to VGA adapter that supports all the modes my crt monitor does and I used the nVidia control panel to create some nice modes (for example 640x480@144, 1024*768@140 etc).

As part of the instructions to get the game working I used dgVoodoo. The gui doesn't mention an option to set refresh rates, but it is mentioned in the config comments. Unfortunately refresh rates set did nothing.

The only way to get the high refresh rates was to force "desktop" resolution, but then the game froze on start.

So as in the subject, what do people use on modern Windows to force certain refresh rate in a given full screen mode?

It can be that the game already has pre-set Vsync or a frame limiter. In that case it will be difficult to achieve a higher framrate even with dgVoodoo2
