For years I could Google the title of this thread and find the answer fast (cause I apparently am an msconfig brat and have to remind myself every five years). Now when I do, all I get are sites with setup guides that don’t have the answer, and threads on forums from decades ago deriding the OS.

How do I go about reliably changing what boots with Windows 95, specifically OSR 2.1? I vaguely recall there being a method of doing this through the registry, but no idea if that’s accurate or not.

Few different methods. for the registry its typically
Software\Microsoft\Windows\CurrentVersion\Run

Other options listed under the Programs when Booting section here (I seem to remember win.ini still been common in the 95 era)

Sysinternals' "Autoruns" covers a couple more. Probably gotta hunt down an old version though, and it's meant more for removing unwanted things than adding new ones - but at least it'll show you where to look.
