Last night I dreamed about a miniature IBM 5150/5160, scaled down so regular SD cards were the width of 5.25" floppies.

At that size the unit should be large enough to have HDMI output and at least two USB ports for input. A USB hub could take care of other peripherals.

I'd like to pitch this idea to IBM, does anyone know if there's a particular person I should try contacting to make it a reality? (Or at least not be sued for trying to launch a Kickstarter using their name and designs?)

Lenovo might need to be involved too (or instead), depending on the terms of the PC division sale by IBM to them .

Someone did a non-functional one that displays a slideshow when powered. It's a 1/10 scale which seems about what you are going for.

I'd be interested in seeing some kind of post-mortem as to why they couldn't deliver, actually. IMHO, making an actual "mini" ARM SBC with pre-configured source ports is the best route here.

I saw that, could be what inspired it.

BTW, I work for IBM subsidiary, Red Hat. I’d recommend finding a Product Marketing Manager or similar title on LinkedIn. There was also Connor Krukosky that found a novel way to get a mainframe job in 2016. Maybe he knows some folks involved in IBM history keeping.
