I think you have 2 options:
1) Use the DOSBox built-in keymapper.
2) Use the FreeDOS keyb program and hope you can find a Dvorak layout.
I have never had any success with the keymapper, so I use keyb with a Danish layout.

i downloaded xkey and put it in autoexex.bat and works
Ok, here's the problem I have, though. The FreeDOS project's keyb.exe does not play nice with others. I cannot play my copy of the Star Trek 25th Anniversary game (Enhanced GD-ROM edition) or Star Trek: Judgement Rites with it loaded.
This is a problem I know I did not suffer from using keyb.com. However, keyb.com will not run because, of course, DOSbox does not report the correct DOS version number.
Thoughts?

use keyb2.0 pre4 (the pre4 is important) as other versions are knowingly buggy
I can't download it. The link on the keyb page is broken.

EDIT 2: Did a google search for the filename and found it elsewhere. Testing now. I'll let you know how it goes.

Or you might want to wait for the next dosbox version which provides
internal support for keyboard layouts (depending on what layout you
want to use you don't need any external files at all then).
Ok. The pre4 version will let me play both games with keys remapped so completely that even in game I'm using the Dvorak layout.
Oh and thanks for the info on the next version of DOSbox. I'll be keeping an eye out for it.
