Maybe someone who's more versed with running old games on modern operating systems can help you investigate this further. I'm not very good at that, which is one of the reasons why I stick with retro rigs. 😉

I get the problem and it's difficult to assume the problem. Anyways I tested dgVoodoo2 and it can render both the stars and the fog.

Update: Thief 2 just ran natively. And yes, there is no table fog (or even the stars).

Checked out NFS High Stakes. The game has fog, but I am not sure if it's table fog. It might be vertex fog, or may as well be a brightening filter.

I'm not 100% sure about NFS High Stakes either, but since the fog effect doesn't show up on ATi cards under Win98, while working fine on 3DFX and Nvidia, I'm leaning toward table fog.
