This game runs fine in Windows 98/Me compatibility mode (Windows 10) but refuses to start with dgVoodoo (or DDrawCompat).

Too many resolutions. You have to set DirectXExt\DefaultEnumeratedResolutions to 'classics'. And you have to run the game in XP SP2 compat mode.
