I want to place a breakpoint on "read" operations from specific memory address. is this something that the dosbox debugger is capable of and if not is there some debugger that can be run from within dosbox that does have this capability?

No, only memory change (bpm).

AND DO NOT USE CAPS IN YOUR SUBJECT LINE
OTHERWISE YOU WON'T GET ANY ANSWERS ANYMORE.

Has anything changed with either internal DOSBox debugger or other debugger that can run in DOSBox as far as breaking in reads is concerned ?

There was a patch somewhere on the dev forum.
