I think this water is being "scaled" bigger? Sometime it's fine sometime it's like this, is there a fix for this?
I use default setting, only change scaling mode to stretched, 3:4 and directx resolution max

You should set option DirectXExt\RTTexturesForceScaleAndMSAA to false. It's true for all other games rendering the water by the same technique (like Splinter Cell).

I mean, the same rule applies to games using this water rendering technique. Or, simply don't force the resolution, it's not compatible with this technique.
