Are there any good easy guides out there for how to do this ? or even a program that will do it automatically or image files, etc.?

I think it would be really cool to be rocking windows 98 visually but actually 11 under the hood

Allegedly Windowblinds could, but that's not shareware anymore (and is a stardock product). No free effort beyond the "classic shell" start button which gets parroted as the solution to solving windows classic dilemmas forever by every self-proclaimed windows expert

It involves WindowBlinds and new icons. And Classic Shell, the proclaimed universal solution to everything old-school by every "expert". Just like leileilol said.

even changing the background to windows 9x would help which is what i did, retro is in

Personally I think appearance mods are too much bother, and sometimes too invasive, especially if you're going for 9x style.

BTW, Classic Shell is no longer maintained, why not go with Open-Shell?

wallpapers aren't going to bring back your visible borders, buttons with depth, non-Segoe fonts and color schemes. Win9x wasn't defined by a 'wow retro aesthetic wallpaper' alone.
